This BT is in two sections
A Section
Em11- Bm7- Em6/A
This section stays in E Dorian territory, basically a i-v movement, very er....smooth.
Section B
C13- B7+5- Em11
This section moves away from Dorian to create a stronger V - i resolution more like a traditional jazz/blues turnaround.
The B7+5 being a dominant chord wants to resolve to the i chord, if you stayed in Dorian harmony the resolution would be much weaker. So a contrast between section A (smooth), and section B (tense).
Using the whole tone scale over the B7+5 highlights this tension.
